If you want to try something similar, use different sizes rather than making every strand match.

How cute is that upside-down penguin? The big white slope takes up one side of the board, with a second penguin waiting at the bottom.

The pale blue snowflakes are so pretty against the white. Keep the dark blue background if you want to recreate this mix.

I am obsessed with this penguin door. The striped hats and colorful scarves are just adorable, especially the red scarf on the penguin near the bottom.

Give your penguins separate white ice shapes like these. A snowy garland across the top finishes the look.
